The Paris Police Headquarters (*Préfecture de police de Paris*) have also set up perimeters around the competition venues to ensure the safety of spectators, athletes, and residents during the Games. These security perimeters will result in access restrictions or diversions for motor vehicles, including construction machinery. 1. **Building works** - **Building worksites that do not encroach onto public roads** The City of Paris does not impose any restrictions on these worksites. However, traffic restrictions introduced by the Paris Police Headquarters could disrupt both their access and their supply. The Paris Police Headquarters have set up a number of security perimeters around the Olympic venues, including a non-motorized traffic perimeter (in red) as well as a perimeter for regulated motorized traffic (in blue), which will be activated on competition days. In this regard, the red perimeter will prohibit the circulation of cars and motorized two-wheelers, with some exceptions, while the blue perimeter will aim to reduce transit flows around the red perimeter by redirecting unauthorized vehicles. Below is an example of the applicable restrictions as part of the marathon event: vehicles serving the worksites will be able to access the blue perimeter but not the red perimeter, as shown below on the indicated dates. **Source:** *Website of the Ministry of the Interior and the Overseas* - **Building worksites that****require encroachment onto public roads** It is important to know whether the worksites are located inside or outside the perimeters considered as sensitive during the organization of the Games (between June 15 and September 15). These perimeters are marked in yellow on the map below. **Source:** *City of Paris website* - Outside these perimeters, construction work may be conducted without restriction, although the City of Paris requests that special attention “*be**paid**to ensuring that it is carried out properly and limited to what is strictly necessary*”. - Within these perimeters, during the same period, with the exception of urgent work or work necessary to ensure the safety of people and/or property: - no authorization for new worksite installations may be granted; - worksite encroachments onto public space may remain if the work has been authorized and started before June 15, 2024. Furthermore, the Paris Police Headquarters and the Organizing Committee for the Games may adopt additional measures, including limiting certain encroachments onto public roads or implementing worksite withdrawals, for reasons of public safety or to facilitate the movement of athletes and the public around the Olympic venues and their surroundings. 1. **Road and network works** The City of Paris has adopted a four-phase schedule, from September 1, 2023 to October 30, 2024, in order to manage road and network works before, during, and after the Games. - **Phase 1: From September 1, 2023 to March 15, 2024** During this period, network operators were required to systematically submit “technical instructions”, including for network renewals. Under these instructions, network operators could issue restrictive or protective notices for their works. - **Phase 2: From March 15, 2024 to June 15, 2024** Since March 15, it has no longer been possible to start new road and network works in the areas shown in yellow on the map below. **Source:** *City of Paris website* Within the same perimeter, existing worksite installations (encroachments) will have to be withdrawn by June 15th. Consequently, road and network works will have to be either completed (with roads restored to original condition) or withdrawn and secured by this date. In this regard, operators must comply with the following instructions: - Prohibition of pedestrian and bicycle diversions (any trenches must be filled in and restored to original condition to allow passage); - Removal of temporary site facilities (work camps), worksite barriers, and material and waste storage. - **Phase 3: From****June 15, 2024, to September 15, 2024** As from June 15, it will be forbidden to start any new network and road works throughout Paris. Phase 2 measures will thus be extended as shown on the map below. **Source:** *City of Paris website* - **Phase 4: From****September 16, 2024****to October 30, 2024** During the dismantling phase, the measures included in the previous phases will be maintained within the perimeters of the Olympic venues being dismantled, as shown on the map below. **Source:** *City of Paris website* No authorization for starting new road and network works will be granted, with the exception of site restoration work.
